Effective Fire Service Training (EFST) Instructors

Phil-Casey-Steve-Mike The Seattle GuysEFST Instructors are Seattle Fire Department line officers.  They have been involved in the development and delivery of Seattle’s Operational Skills Enhancement Training program since its inception and are local and national presenters of the lecture and Hands On Training (HOT) class series “The Point Of NO Return.”

They developed and introduced the Rule Of Air Management, or ROAM, and are industry leaders in air management practices and teach both HOT Classes and Classroom sessions at Firehouse World, Firehouse Expo, FDIC EAST, FIDC WEST and FDIC Indy.

Meet the Instructors:

Battalion Chief Phil Jose
Phil is a 22-year veteran of the Seattle (WA) Fire Department assigned to Ladder 5 and Rapid Intervention Group 31. He has served as a training lieutenant, training captain, and as a member of the Operational Skills Enhancement Development Team. He is a national instructor on the topic of Air Management.

Captain Casey Phillips
Casey is a 22-year veteran of the Seattle (WA) Fire Department and Captain of the Services Division. He has served as a training officer as well developing numerous programs for Seattle. He is also a member of the Operational Skills Enhancement Development Team and instructs nationally on the topic of Air Management.

Captain Mike Gagliano
Mike is a Captain with the Seattle (WA) Fire Department, assigned to Engine 32, and a member of the department’s Operational Skills Enhancement Development Team. He has 23 years of fire/crash/rescue experience with the Seattle Fire Department and the United States Air Force and instructs nationally on the topic of Air Management.

Lieutenant Steve Bernocco
Steve is a Lieutenant in the Seattle Fire Department, where he serves on Ladder 10.  He is an 18-year veteran in the fire service, has been a Training Officer and is a member of the department's Operational Skills Enhancement Development Team. He instructs around the nation on the topic of Air Management and is one of the creators of the Rule of Air Management (ROAM).
